How many berths are available in Jurong Port?

There are 32 berths available for berthing of vessels. These berths are designed to accommodate vessels for General Cargo, Dry Bulk Cargo, Container and Roll-On-Roll-Off operations.

What is the maximum permissible draft allowed for vessel?

The maximum permissible draft is 15.7 metres.

What are the requirements for the application of berth in Jurong Port?

The company requesting for berth must be an Agent with both Credit and JP-Online accounts with Jurong Port.

The submission of the application can only be done using JP-Online. The Agent must ensure that the Credit Account is active and the vessel is registered in JP’s database before an application can be created and submitted by the following steps:

(1) Login to JP-Online

(2) Look for “Vessel”

(3) Select “Berth Application”

(4) Select “Terminal (Conventional/Container)”

(5) Select Abbreviated / Full Vessel Name

(6) Key in vessel name & voyage in/out

(7) Click Add

(8) Key in Berth Time Required (BTR) of Berth Application and other information

(9) Click submit

What should be submitted for berth application?

The Agent should ensure that the arriving vessel has a previous vessel record registered with Jurong Port (JP).

For vessel without a JP record:

The agent must first register the vessel with Maritime and Port Authority (MPA). A vessel ID is provided.

With the vessel ID, the Agent will submit the vessel submission in JP-Online.

JP Berthing department will create a record of the new vessel in JP-Online. On receiving the information, JP Berthing department will verify and update the vessel details in the vessel master in JP-Online.

With the vessel record created, the Agent can proceed to submit the Berth application.

Is line-towed barge allowed to vacate berth after sunset?

There is a prohibition of line-towed barges at night by the Martime and Port Authority (MPA) where by vessels/barges (not self-steered) are not allowed to vacate berth after 1900 hours even after the operation is completed. Line-towed barges are prohibited from 1900 hours to 0630 hours the following morning in the Western Sector.

During submission of the Berth application, the Agent must indicate that the vessel is line-towed.

Is special dockage applicable for line-towed vessel/barge?

A special dockage (line-towed barge) of $10.00 per hour is applicable to all line-towed vessel/barge (IF indicated in berth application during submission) that berth at JP.  This special provision is only available from from 1745 hours to 0630 hours OR from the last activity time (after 1645hours with 1 hour grace period) to 0630 hours.

Duration Required for Submission

What is the minimum period for submission of berth application?

For cement vessels, reservation window can be created 60 days before vessel Berth Time Required (BTR) in the Cement Vessel Reservation System (CVRS).

Berth application cannot be submitted. Berth application conversion will open 5 working days and close 3 working days before vessel BTR.

  • For General Cargo vessels, berth application must be submitted at least 2 working days before the berth is required.
  • For Container Vessels berth application require 3 working days before the berth is required.

What is the minimum time-frame to amend berth application?

Berth amendment can be done before the Estimated Time of Berthing (ETB) of the vessel. All amendment must be done within 24 hours or more before Berth Time Required (BTR)/ETB (whichever is later) of the vessel. Berth amendment made after the expiry of the first 24 hours before BTR/ETB (whichever is later) of the vessel will be billed a late amendment charge of $100.00.

All berth amendment changes should be submitted in the JP-Online under Berth Application, BTR Amendment Requests.


(1) Login to JP-Online

(2) Select “Vessel”

(3) Select “Berth Application”

(4) Select “BTR Amendment Requests”

 

(5) Select Terminal & Vessel

(6) Amend (create the amendment.)

JP Berthing department on receipt of the request will do the necessary changes and berth applicant will be notified of the change by SMS (Short Message Service).

Late Submission/ Changes/ Cancellation of Berth Application

What is the penalty fee for vessel that berths after Estimated Time of Berthing (ETB)?

Late arrival charges shall be levied 15 minutes after ETB to the actual time of berthing.

  • For the 1st 15 minutes after ETB – $100.00
  • For every subsequent 5 minutes or part thereof – $35.00
  • For late application/amendment/cancellation – $100.00

*The above charges are based on per occasion basis.

How is overstay dockage calculated?

  • All other vessels except cement vessel berthing at Jurong Port are given 1-hour allowance after the last activity time to depart.
    i)  Cement vessel is given 1 hour 30 minutes allowance.
    ii) Other bulk vessel is given 2 hours allowance.

When vessel port stay exceeds the allowed grace period, overstay dockage will be billed.


Overstay dockage is calculated as below:

 Per metre or part thereof per nearest quarter hour

  • First 2 hours – $1.00
  • Next 2 hours – $2.00
  • 4 hours onwards – $4.00

Mooring Gang

Will a mooring gang be provided for the berthing of vessel?

Every berth application is designated with a mooring gang to assist in the berthing and unberthing operation except Landing Craft (LCT) vessels.

The mooring gang is operated by Jurong Port’s term contractor.

The manpower for each mooring gang is based on the type of vessel (See chart attached)

What is the operating time of the mooring gang?

  • Morning Shift: 1030 hours to 2230 hours
  • Night Shift: 2230 hours to 1030 hours

Pilotage

Does Jurong Port arrange pilotage for vessel?

Jurong Port does not arrange for vessel calling at Conventional Terminal. The Agent is to make the necessary arrangement for pilotage with a minimum 4 hours before Estimated Time of Unberthing. This is a requirement by the pilot office for a vessel with DWT of ≥2000 tonnes.

For Combi Terminal vessel, Agent may request Jurong Port’s Operations department to arrange pilotage as the Terminal Operator. An email from the Agent requesting for the service is required for Combi Terminal to proceed with the request.

Any charges relating to the pilot booking is for the account of Agent.

Supply of Water & Bunkering

How should the request be made for water and bunker supply for vessels calling at Jurong Port?

Request for water and bunker should be indicated in the berth application before submission.


Water

  • Quantity must be indicated and supply would be made on vessel berthing.
  • Water supply of 400 tonnes and above requires the approval of Maritime and Port Authority (MPA) before supply is arranged.
  • The Agent of the vessel is to seek approval from MPA.

Bunker

  • The vessel charterer should provide details of the bunker supply company and the duration as well as the quantity that the vessel would be taking.
  • The Ship Owner will have to make the arrangement with a bunker company for the bunker to be supplied while the vessel is at berth.

Is there any penalty charge for the late request for water supply?

For all late request after vessel has berthed, a penalty fee of $100.00 is applicable.

Is bunker supply allowed while cargo operation is in progress?

  • Bunker supplies by road tanker or vessel is allowed in Jurong Port while vessel is alongside.
  • For supply by road tankers, approval should be obtained from the Workplace Safety Health Department.
  • For both modes, supply is strictly prohibited when cargo operation is in progress. Supply can continue after completion of cargo operation.
  • An additional 5 hours extension of port stay is allowed for the vessel to continue with the bunker supply. Any port stay beyond the extension will be billed an overstay dockage.

What is the application process for Licensed Mobile Crane Contractor?

The licence is given to crane companies to operate in the port. The licence is categorised based on the area of operation. The contract period is 1 year and it is renewable on expiry but subject to JP Operations Department / Workplace Safety Health(WSH) Department for approval.

To qualify for the crane operator licence, the crane company is to write to WSH to register for the licence. WSH will inform the company to submit the application together with the company’s details.

On approval, the successful crane company is required to provide a Banker Guarantee.

The company is also to purchase the Mechanical Equipment sticker. This sticker allows for the equipment to operate in the port.


(1) Mobile Crane License is granted to crane company to operate their registered crane (s) for crane operation in 37 Jurong Port only. The License is categorised as Class A, B & C (subject to BizSAFE Level Certification). The license class is based on the number of mobile cranes allowed to register with JP.

(2) Mobile Crane License is implemented by WSH only. The contract period is 1 year.  WSH shall email invite all Mobile Crane Company to apply and register for the Mobile Crane License for the annual licensing (commencing on 1 Jun of each year). To qualify for the crane operator licence, the crane company is to submit the application together with the company’s details and fulfilment of the license criteria. On approval, the successful crane company is required to provide a Banker Guarantee.

(3) Successful Mobile Crane Company is issued with a Crane Pass for each registered crane, which allows for the crane to operate in the port. An annual Administrative Fee of $25 is charged per mobile crane registered.
