Pass Application

Definition of Long Term & Short Term Pass.

What are the Long Term and Short Term Pass?

ALL port users who want to enter the port, need a Long Term or Short Term Pass.

  • Long Term Pass is issued for a minimum of 1 year and to a maximum of 3 years.
  • Short Term Pass is issued for ad-hoc visit for a minimum of 1 day and up to a maximum of 7 days.

Short Term Pass (1-7 days)

What is the process for the application of Short Term Pass (STP)?

Companies either with or without credit accounts can apply for STP. STP is available for up to 7 days access to the port.

One of the following documents must be submitted in person to the Pass & Permit office during application:

  • Electronic Delivery Order (EDO)/ Electronic Shipping Note (ESN)/ Delivery Order (DO)/ Delivery Invoice (DI)
  • Sponsor Letter (with a clear purpose of visit from Credit Account holder)

Additional Original Identification Document Required:

  • For Singapore Citizen/ Singapore Permanent Resident: Identity Card (NRIC).
  • For Foreigner: Work Permit/ S-Pass/ Employment Pass and Passport.
  • Application for STP can be applied only on the day of the visit.

What is the charge for Short Term Pass (STP)?

  • S$3.00 per successful application, payable by cash card or NETS at the Pass & Permit office.

How long in advance can the Short Term Pass (STP) be applied?

  • Application for STP can be applied only on the day of the visit.
  • Supporting documents [Electronic Delivery Order (EDO), Electronic Shipping Note(ESN), Company Sponsor letter] must be produced to substantiate the request.

Long Term Pass (1-3 years)

What is the process for the application of Long Term Pass (LTP)?

  • LTP is issued for a minimum of 1 year to a maximum of 3 years.
  • LTP is applicable for:
    • Credit Account holders
    • Non-credit Account holders but sponsored by a Credit Account holder of Jurong Port.

Application Process:

Step 1: Apply in JP-Online

Step 2:
When the form is submitted correctly, on receipt, an e-mail requesting for endorsement of the pass will be forwarded to the DSA.

Step 3:
DSA should then do follow the process below:

(1) Login to JP-Online

(2) Select Pass

(3) Select Endorse Application

(4) Select Pass Type (Long Term)

(5) Select View

(6) Select Approve the application

Step 4:
Upon receiving the endorsed application, the Pass and Permit office will approve the application.

Step 5:
On approval, an automated e-mail will be sent to the DSA. Applicants are to collect their LTP within 3 months. Failure to do so will cause the application to be cancelled/auto-purged by the system.

Step 6:
The applicant should bring along the original copies of the submitted supporting documents to collect the pass at Pass and Permit office counter. The payment is by cash card or NETS.

How do I request for JP Pass Sponsor Access to endorse Long Term Pass (LTP) application?

JP Pass Sponsor is provided to the company’s Data Security Administrator (DSA) for endorsing LTP submitted.

For foreign workers, how is validity tagged to the Long Term Pass (LTP) application?

  • The provision/approval of the LTP is aligned with the expiry date of the Work Permit/ S Pass/ Employment Pass or Contractor Permit, whichever is earlier.

What is the charge for Long Term Pass (LTP)?

  • 1 year – $20.00
  • 2 years – $40.00
  • 3 years – $60.00

What is required to obtain the Self-Service Terminal (SST) PIN number for cargo clearance?

  • SST PIN number is for company with Credit Account, for the clearance of cargo at the SST machines. The PIN number can be used for cargo clearance for both import and export.
  • The request for SST PIN must be indicated (ticked) in the LTP application during submission.
  • The PIN will be issued via SMS (no more printed paper)  by the Pass & Permit office together with the LTP during collection.

There are 2 ways of processing the SST PIN number:

  • If SST PIN number request is indicated in the LTP application, there will be no additional charge.
  • If the SST PIN number is not indicated in the LTP application, there is a SGD$5.00 fee imposed when request made after pass collection.

A company letter requesting for the SST PIN number is required to be submitted in person to the Pass & Permit office.

How do I use my JP Short or Long Term Pass at the port gate?

(1) Tap JP Pass on the smartcard reader.

(2) Place hand into smartcard reader for biometric scanning.

(3) Upon successful verification, enter and exit the gate through the turnstile.

What are the operating hours of the Pass and Permit Office?

Long Term Pass (LTP), Short Term Pass (STP) and Season Parking Vehicle Entry Pass can be obtained over the counter and the collection hours are as follow:

Is photography or video filming prohibited in the port?

Photography or video filming is strictly prohibited in the port.

When photography is required for cargo inspection, the company must submit the Photography Application form endorsed by the Vessel Agent to the Duty Officer of General Cargo Operations.  The Duty Officer will then verify and approve.   The photography is only to be carried out at the specified designated area only.

For video filming, the concerned company is required to submit the Photography Application form to JP Corporate Communication for approval. The approved form must be carried at all times in the port.

The company is also required to submit a copy of the video to JP for referral.

Vehicle Entry Passes (effective 1st April 2018)

Vehicle Registration

Is vehicle registration required for entry into the port?

  • Motorcycles and bicycles are not allowed entry into the port.
  • All other vehicles, local or foreign-registered, must be registered in JP-Online.

Modes of Registration:

JP-Online Application – (customer/port user with both Credit and JP-Online Accounts)

(1) Login to JP-Online

(2) Proceed to “Other Services”

(3) Select “Vehicle Info Registration”

(4) Select “Create”

(5) Enter the relevant information, ie. Vehicle/Trailer no, Name of declarant, Contact No, Vehicle Type, Unladen Weight

(6) Kindly read the Terms & Conditions and select “I agree”

(7) Submit Application

*NO Payment is required for registration of vehicle


Manual Application

(1) Go to https://www.jurongportonline.com/JPPASS/

(2) Under “Vehicle Entry Permit (VEP)”, download “Vehicle Information Registration”

(3) Complete the form

(4) Physically submit it to the Pass & Permit Office Counter


The company details, In-Vehicle Unit (IU) number and unladen weight of the vehicle need to be indicated in the application form for both JP-Online and manual registration.

Do I require a Vehicle Entry Pass to drive into the port?

Vehicle Entry Pass is mandatory for customer and port user when driving into the port.

Daily Vehicle Entry Pass

  • Local Vehicle
    • There is no application needed for Daily Vehicle Entry Pass but must provide supporting documents [Electronic Delivery Order (EDO), Electronic Shipping Note (ESN), Company Sponsor letter] must be provided to the Security Officer for verification before entry.
    • On arrival at the main gate, the driver slots in the cash card into the reader and drives in. The deduction of the SGD$2.00 fee will be made upon exit. Numerous trips without additional charge are allowed within the 24 hours from gate-in.
  • Foreign Vehicle
    • The pass is to be applied at the Pass & Permit office with supporting documents (EDO, ESN, Company Sponsor letter) for the entry.
    • A paper pass will be issued and driver is to scan the pass barcode at the reader for entry.
    • The Pass can be applied up to maximum of 5 days at SGD$2.00 per day.

Season Parking Vehicle Entry Pass – (LOCAL VEHICLE ONLY)

  • Manual Application

(1) Download “Vehicle Entry Pass – VEP Application Form”

(2) Completed form to be submitted

  • Pass & Permit Office Physically
  • OR by email (scanned copy)

[Payment is by cash card, NETS and cheque.]

  • Online Application

(1) Go to https://www.jurongportonline.com/JPPASS/

(2) Under “Vehicle Entry Permit (VEP)”, download ‘Season Parking Application’

(3) Complete the form

(4) Physically submit it to the Pass & Permit Officer counter

Payment is by cash card, NETS and cheque.

Season Parking Vehicle Entry Pass is provided to companies that qualify under any of the below-mentioned categories:

  • Tenant (warehouse)
  • Tenant (open storage)
  • Term Contractors
  • Shipping Lines
  • Shipping Agents
  • Lessees

What are the charges for Season Parking Vehicle Entry Pass?

With effect from 1st April 2018, the following below stated rates will be applicable:

  • Season parking rate of $185/month may be revised subsequently to remain in line with market rates.
  • Monthly season parking rates are inclusive of GST.
